A fuel cell includes a membrane electrode assembly forming a catalytic reaction plane region; a gas diffusion layer disposed on a main surface of the membrane electrode assembly; a separator disposed on a main surface of the gas diffusion layer; an electroconductive member, which is disposed between the gas diffusion layer and the separator and outside the catalytic reaction plane region, and which electrically connects the gas diffusion layer and the separator; and a penetration resistance reduction means for making a penetration resistance between the gas diffusion layer and the separator, passing through the electroconductive member, smaller than that between the gas diffusion layer and the separator in the catalytic reaction plane region.
