Provided is a packaging material for an electrochemical cell which prevents the occurrence of short circuits. A packaging material (110) for an electrochemical cell configured by laminating a base material layer (112) comprising: at least a resin film; a heat-adhesive layer (116) comprising a heat-adhesive resin, the heat-adhesive layer being disposed on the innermost layer; and a barrier layer (114) comprising a metal foil, the barrier layer being disposed between the base material layer (112) and the heat-adhesive layer (116), wherein a chemical-conversion-treated layer (114a) comprising alumina particles and modified epoxy resin is formed on the surface of at least the heat adhesive layer (116) side of the barrier layer (114).
