[Arrangement for Attaining the Object] A compressor 15a of a turbocharger 15 is disposed on an intake passage 12 of an internal combustion engine 10, and a turbine 15b is disposed on an exhaust passage 11 of the internal combustion engine 12. A bypass passage 1 connects an upstream side and a downstream side of the turbine 15b in the exhaust passage 11 together. A wastegate valve 2, which is disposed on the bypass passage 1, opens and closes the bypass passage 1 according to turbocharging pressure of the compressor 15a. An accumulator 6, which accumulates exhaust gas pressure, is connected to a downstream side of the wastegate valve 2 in the bypass passage 1. Further, a recirculation passage 8 connects the accumulator 6 and an upstream side 11c of the turbine 15b together, and a recirculation valve 9 that opens and closes the recirculation passage 8 in accordance with an output request is deposed on the recirculation passage 8.",
