An energy absorbing characteristic is changed and easily optimized by shifting impact absorbing timing of a shaft member and the impact absorbing timing of another impact absorbing member. A torsion bar (5) capable of torsional deformation, a ring (19) arranged at a shaft end portion of a spool (4) and connected rotatably integrally with an outer peripheral portion on the other side in an axial direction of the torsion bar (5), a plastic-deformable plate member (20) having one end (20a) side fixed to an outer peripheral portion of the ring (19) and the other end (20b) side being a free end in the vicinity of an inner peripheral portion of the shaft end portion of the spool (4), and a projecting portion (4c) which projects from an inner peripheral surface of the spool (4), which is brought into contact with the other end (20b) of the plate member (20) after the torsion bar (5) starts rotating integrally with the spool (4) and an impact absorbing load of the torsion bar (5) becomes constant due to torsional deformation, and which imparts a load for plastically deforming the plate member (20) in further rotation of the spool (4).
