Provided is a communication system and a communication device capable of inhibiting attenuation of a communication signal superimposed on a control pilot wire. An output circuit (20) sends a control pilot signal generated in a voltage generator (21) to an input circuit (60). A communication unit (30) is connected between an earthed wire (3) and a control pilot wire (4) on the output side of the output circuit (20) via a bandpass filter (31). A communication unit (70) is connected between the earthed wire (3) and the control pilot wire (4) on the input side of the input circuit (60) via a bandpass filter (71). A low-pass filter (33) is interposed between the output circuit (20) and the communication unit (30). A low-pass filter (73) is interposed between the input circuit (60) and the communication unit (70).
