The present disclosure relates to a pouch making apparatus, including a lower die including a forming area that is recessed inward to form a cup portion in a pouch film and a support area that is flat on an outer side of the forming area, a punch configured to press the pouch film to be placed on the lower die toward the forming area, a stripper configured to press the pouch film toward the support area in order to support the pouch film during the pressing by the punch, and a local press portion to cause a first area to be pressed more strongly than a second area among the first area and the second area of the pouch film pressed by the stripper.
