An electric storage condition detecting apparatus includes a voltage measurement circuit (24) and a CPU (70) that is a controller. The voltage measurement circuit (24) is a voltage detector that detects a voltage of a secondary battery (14). The CPU (70) performs a determination process (S70) for determining stabilizing time T of the secondary battery (14) based on an amount of charge Y of the secondary battery (14). With this configuration, the stabilizing time T is correctly obtained compared to a configuration in which the stabilizing time T is determined without considering the amount of charge. This shortens time for waiting stabilization of an open circuit voltage to be minimum.
