The rubber composition comprises, based upon parts by weight per 100 parts by weight of rubber (phr): (A) 100 phr of at least one diene-based elastomer comprising at least one functionalized diene-based elastomer; and (B) 30 to 120 phr of a reinforcing filler comprising: (1) silica, or (2) a combination of silica and a rubber reinforcing carbon black containing up to 65 phr of rubber reinforcing carbon black; wherein the silica comprises: (a) pre-hydrophobated silica and, optionally, a silica coupling agent added to the rubber composition, or (b) combination of pre-hydrophobated silica and hydropohilic silica and, optionally, a silica coupling agent added to the rubber composition, wherein the pre-hydrophobated silica is hydrophobated prior to its addition to the rubber composition; and wherein the additional diene-based elastomer comprises of at least one polymer of at least one of isoprene and 1,3-butadiene and copolymers of styrene and at least one of isoprene and 1,3-butadiene.",
