The return unit is arranged to rotate the coil tube toward position of the tube. A blocking unit (10) of the shaft is arranged so as to authorize rotation of the shaft in a rotation direction that is same to a direction along which the return unit actuates the coil tube toward the position. The blocking unit blocks the rotation of the shaft in another rotation direction that is opposite to the direction along which the return unit actuates the tube toward the position.
