When ending a discharging operation, an ECU (130) outputs an opening instruction to the discharge relay (122) and determines based on the state of a power line (ACL1, ACL2) during output of the opening instruction whether the discharge relay (122) is welded or not. When starting the discharging operation, the ECU (130) outputs a closing instruction to the discharge relay (122) and does not determine during output of the closing instruction whether the discharge relay (122) is welded or not.",
