A seat occupancy sensor (1) which is disposed below a cushion pad of a seat device includes a pair of flexible insulating sheets (11 and 21), a sheet-like spacer (30) which is interposed between the pair of insulating sheets (11 and 21) and is provided with at least one opening (34A), a pair of electrodes (14A and 24A) which is provided on the respective surfaces of the pair of insulating sheets (11 and 21) and faces each other through the opening (34A), and a cushion member (51) which is provided at the opposite side to the spacer (30) in the insulating sheet (11) and covers at least a part of the opening (34A) through the insulating sheet (11).
