To provide a novel transparent conductive film using low-cost materials that can be stably supplied and have low toxicity, a method of manufacturing the same, a dye-sensitized solar cell, and a solid electrolyte battery. [0002] The transparent conductive film is formed by a sputtering method in a nitrogen-containing atmosphere using LiTiO as a target. The transparent conductive film is a novel transparent conductive film, which contains Li, Ti, O, and N and has the TiN type crystal structure.
