A seat belt (4) includes: a lap strap (41) stretchable around the waist of an operator, in other words, laterally stretchable across a seat surface (31); an AL retractor (42) that is configured to wind the lap strap (41); a shoulder strap (43) stretchable from the shoulder to the waist of the operator, in other words, stretchable from an upper portion on one side of the backrest (32) to a lower portion on the other side thereof; and an EL retractor (44) that is configured to wind the shoulder strap (43).
