The present invention provides a method of manufacturing a horizontal member of the bumper lower stiffener, which includes cutting a steel pipe containing a quenchability enhancement element to a predetermined length; heating the cut steel pipe to a pressing temperature; hot-pressing the heated steel pipe with press dies into a horizontal member having planar sections at both sides thereof; and quenching the horizontal member, with the press dies closed.",
