The device has a printed circuit board (2), and a bulb (12) fixed to the board by bonding, where the bulb contains liquid and bubble (13). A determination unit determines horizontality of an apparatus around axes in a plane of the board. The board comprises metal pads (8, 9) located opposite to distinct regions of the bulb. Electrically conductive tracks (3) are connected to the pads to determine electric capacities associated with the pads, where the capacities depend on a position of the bubble in the bulb. A pair of distinct metal pads (6, 7) is located opposite to an oblong bulb.
