In an embodiment, a thermal management system for a vehicle includes a refrigerant circuit having a compressor, a condenser, an expansion valve, and an evaporator, all connected via refrigerant lines, so that refrigerant passes and circulates therethrough, a coolant circuit having a water pump, a chiller, a water heater, a heater core, and a battery coolant passage through a coolant line, a bypass line installed to connect a refrigerant line between the compressor and the condenser to a refrigerant line between the expansion valve and the evaporator, a branch line branched from the bypass line and connected to the coolant line of the coolant circuit through the chiller, and a valve device configured to control a flow of the refrigerant so that the refrigerant circulating along the refrigerant line flows by selectively passing through the bypass line, the branch line, and the chiller.
