An illumination device to be provided in a steering wheel, includes: a substrate provided with a light emitting element on a surface of the substrate; a cover member that forms a part of an outer surface of the steering wheel and is light-transmissive so that visible light output from the light emitting element is emitted to an outside of the steering wheel; a light guiding member configured to guide the visible light output from the light emitting element to the cover member; and a base member to which the substrate and the cover member are attached and which holds the substrate and the cover member, and the light guiding member is held by being sandwiched between the substrate and the base member.
