When the electric motor (25) is not driven, a controller (51) controls a hydraulic circuit system (40) (specifically, a swing direction/flow rate control valve (42), a center bypass cut valve and a regulator) so as to increase output torque of the hydraulic motor (27) by an amount corresponding to torque to be compensated for the non-driving of the electric motor (25) compared to cases where the electric motor (25) is driven.",
