An outer covering material for a power storage device includes a base material layer, a barrier layer including a metal foil layer, and a thermally fusible resin layer in this order. The outer covering material for a power storage device comprises a lubricant layer containing a lubricant on a surface of the thermally fusible resin layer. If the outer covering material for a power storage device is placed in an environment at 40° C. or higher, the thermally fusible resin layer absorbs the lubricant from the lubricant layer such that an amount of lubricant in the lubricant layer becomes 10 mg/mor less.
