The device includes: a vehicle presence range detector (101) configured to detect a vehicle presence range in which a front vehicle (CAR 1) exists in front of the vehicle; a light distribution controller (102) configured to determine the light distribution pattern based on the vehicle presence range so as to prevent the vehicle presence range from being illuminated with the light; a swivel controller (104) configured to control swiveling of the vehicle headlamp; and a timing controller (105) configured to control a swiveling timing of the swivel controller, depending on an area change of the vehicle presence range. When an area of the vehicle presence range is reduced, the timing controller control the swiveling timing of the swivel controller such that swiveling of the vehicle headlamp is delayed.",
