A light distribution controlling apparatus of a vehicle headlamp is provided with: an ADB controlling module (104) configured to detect a vehicle position of a front vehicle (CAR) in front of an own vehicle and to switch light distribution of the vehicle headlamp based on the detected vehicle position; an AFS controlling module (101) configured to swivel-control an irradiation direction of the vehicle headlamp depending on a change of a traveling direction of the own vehicle; and an offset module (103) configured to offset said vehicle position adopted in the ADB controlling module (104) depending on a swivel angle controlled by the AFS controlling module (101).
