An electric power converter of an electric rolling stock includes: a converter unit (10) (a first electric-power converting unit) that receives a direct-current voltage and outputs a direct-current voltage controlled to a predetermined value; and an inverter unit (30) (a second electric-power converting unit) that is connected to the output side of the converter unit (10) and drives an electric motor (40). The converter unit includes a converter control unit (14) (a first control unit) that, based on the input voltage thereof, generates an output voltage command (VREF) that is a control command for controlling the condition of the output voltage of the converter unit (10).
