Described herein are embodiments of methods, devices and computer program products of a utility service meter (106) comprising a random number generator. In one embodiment, the method includes receiving a first (202) and a second (204) analog signal that can represent values of voltage and current of a power feed (208) at a location of a utility service meter (106), respectively; converting the analog signals (202, 204) to respective first (214) and second (216) digital signals; receiving a request for a random number; determining the random number using an integer maximum value for the random number by setting the random number equal to zero if the integer maximum value is zero; setting the random number equal to one if the integer maximum value is one; or setting the random number equal to the remainder of a sum of adding together the first and second digital signals divided by the integer maximum value if the integer maximum value is greater than one; and scheduling a connection or disconnection of the utility service using the random number.
