The method comprises atomizing a mixture of at least one polymerizable monomer (115), a halogenated hydrocarbon (117), and a carrier gas (113) to form an atomized mixture (121); generating an atmospheric pressure plasma (124) with the atomized mixture (121); exposing an individual tire cord (126) to the atmospheric pressure plasma (124) to make a plasma treated cord (128); and applying the plasma treated individual cord (128) on a surface of an uncured tire component.",
