The device has an input unit (11) and a power output unit (12) connected to a photovoltaic generator (6) and an electronic measurement unit (4), respectively. A bipolar electrical energy accumulator (13) is arranged between the input and output units, and a control switch (15) is arranged between the accumulator and the output unit. The switch is controlled by a control unit (14) for comparing two voltage images across the accumulator and controlling closing of the switch when the value of one of the images is greater than or equal to the value of the other image. The former image is delayed from the latter image. An independent claim is also included for an electronic measurement apparatus for measuring physical quantity in a portable domestic equipment.
