A thermal management system and a new energy vehicle. The thermal management system includes a refrigerant circuit, and a first space and a second space disposed separately. The first space is in communication with at most one of an outdoor space and an indoor space, and the second space is in communication with at most one of the outdoor space and the indoor space. The refrigerant circuit includes an evaporator, a condenser, a first control valve, and a compressor. The evaporator is disposed in the first space, and the condenser is disposed in the second space. The compressor includes an air inlet and an air outlet. One end of the evaporator is connected to the first control valve, and the other end is connected to the air inlet. One end of the condenser is connected to the air outlet, and the other end is connected to the first control valve.
