A machine has a network interface circuit to provide connectivity to a network in communication with an electric vehicle, a security validator machine, a secure database machine and a charging station management system. A memory stores instructions executed by a processor to store certificate chains from electric vehicle manufacturers, mobility operators and charging point operators. A trigger signal indicative of the electric vehicle connected to electric vehicle supply equipment (EVSE) is received. Proximate EVSEs are evaluated with a cascaded selection strategy including a first strategy based upon Media Access Control (MAC) addresses, a second strategy based upon Open Charge Point Protocol (OCPP) status, and a third strategy based upon a trained geolocation historical pairing model. The certificate chains are validated through network communications with the security validator machine and the secure database machine. An activation signal is sent to selected electric vehicle supply equipment.
