The system has a winding shaft (2) carrying a windable material web (3), and a locking disk (6) cooperating with a latch (10) that is displaceable between free-wheeling and locked positions. A brake (17) decelerates movement of the latch from the free-wheeling position to the locked position. The winding shaft is kinematically connected with the disk through a toothed reduction gear, and the latch blocks the disk against rotation in the locked position, where the rotation is triggered by rotation of the winding shaft during winding of the web.
