The method of manufacturing a carbon catalyst according to the present invention includes a carbonizing step S2, the step involving heating a raw material containing a thermoplastic resin, a metal, and a conductive carbon material to coat the surface of the conductive carbon material with the molten thermoplastic resin and to carbonize the thermoplastic resin on the surface of the conductive carbon material so that the carbon catalyst is obtained.
