Disclosed is a membrane-electrode assembly for a fuel cell that includes a cathode and an anode facing each other; a polymer electrolyte membrane (100) interposed between the cathode and anode, and an adhesive layer (200) between the polymer electrolyte membrane (100) and the catalyst layer (300). The cathode includes a cathode substrate and a cathode catalyst layer, and the anode includes an anode substrate and an anode catalyst layer. The polymer electrolyte membrane and the catalyst layer have an interface (250) where the adhesive layer is permeated into the catalyst layer.
