A computer-implemented method when executed by data processing hardware causes the data processing hardware to perform operations. The operations include receiving, at a feature arbitration architecture, input signals from one or more vehicle systems, initiating, by the feature arbitration architecture, a dynamic model configured with an automatic emergency braking (AEB) protocol and an automatic evasive steering (AES) protocol, and issuing, in response to the initiation of the dynamic model, a first alert by the feature arbitration architecture. The operations also include triggering, based on the input signals, activation criteria of one of the AEB protocol and the AES protocol, executing, based on the triggered activation criteria, one of the AEB protocol and the AES protocol, and executing, based on the executed one of the AEB protocol and the AES protocol, a maneuver of one of an AEB system and an AES system.
