A power generation control apparatus that is provided in a vehicle including an engine, a generator which is driven by the engine and output voltage of which is variable, and accumulating means connected to the generator, includes: accumulation amount calculating means that calculates an accumulation amount of the accumulating means; output voltage setting means that sets a first value as the output voltage when the accumulation amount is below an accumulation amount threshold value, and sets a second value, which is smaller than the first value, as the output voltage when the accumulation amount is not less than the accumulation amount threshold value; startup state detecting means that detects a startup state of the engine; and driving state detecting means that detects a driving state of the vehicle, wherein the output voltage setting means sets the first value as the output voltage, regardless of the accumulation amount, until the driving state detecting means detects that the vehicle is driving after the startup state detecting means detects that the engine is starting up.
