A preferred configuration of the present invention includes an update map database (DB1) that manages and stores, per section (p), versions of an update data file (Ma) for difference updating the map database (DB3) of a navigation device (2); a request update data extraction unit (10) that, based on an update request (fb) from the navigation device (2), extracts versions of a request update section (23) up to the latest version thereof; a safeguard update data extraction unit (11) that extracts versions of a safeguard update section (24) up to an update safeguard version (uva); an integrated data generation unit (12) that integrates the extracted request update section (23) and generates a request update integrated data file (33), and integrates the extracted safeguard update section (24) and generates a safeguard update integrated data file (34); and an integrated data supply unit (13) that supplies to the navigation device (2) the generated request update integrated data file (33) and the generated safeguard update integrated data file (34).
