In a protective device (1) for a vehicle locking device (90), an opening (25) is provided to a portion of a housing (2) that corresponds to a key hole (91). A cover (3) has a cylindrical shape. An opening (33) is provided to a portion of the cover (3) that corresponds to the opening (25) of the housing (2). A shutter (4) is configured to be moved between a closed position, in which a first opening (33) of the cover (3) is closed, and an opened position in which the first opening (33) of the cover (3) is opened. A holding mechanism (5) holds the shutter (4) in the closed position. The operating member (6) is provided separately from the shutter (4). The operating member (6) rotates along an inner peripheral surface of the cover (3) while contacting the shutter (4) for moving the shutter (4) from the opened position to the closed position.
