A determining section (102) determines whether necessary hydraulic pressure can be applied to an automatic transmission (4) and a hydraulic control circuit (30) from an electrical oil pump (32) during automatic stop of an engine (1) or not on the basis of the drive status of the electrical pump motor (33) (including an actual current value (Ib) and actual motor rotation speed (N)) detected by the ammeter (112) and the position detecting circuit (113). An automatic stop control determining section (103) determines whether execution of engine automatic stop control is permitted or not on the basis of a determination result of the determining section (102).",
