The present invention relates to a fuel cell interconnector and a method of manufacturing the same that reduces chromium volatilization and increases electrical conductivity and oxidation resistance by promoting the formation of a spinel oxide layer through a surface-deformed layer. [0002] There is provided a fuel cell interconnector having excellent electrical conductivity and oxidation resistance that has a surface-deformed layer, which promotes the formation of a CrMnOspinel oxide layer, on the surface of a ferritic steel for a fuel cell interconnector, and a method of manufacturing the same.
