An operating pedal (10) includes a joining portion (W2) at which a first member (16) and a second member (14) whose thickness is smaller than a thickness of the first member are overlapped with each other, and welded to each other along an end edge of the second member, wherein a step portion (42a, 42b) is provided in the first member along the end edge of the second member by recessing a protruding portion (40a, 40b) that outwardly protrudes from the end edge so that the protruding portion is drawn back from the second member; and the first member and the second member are welded to each other at a portion extending from the end edge of the second member to the step portion of the first member.
