The device has a rope pulley or a rope drum (17) rotatably supported in a housing. The drum is displaced in rotation for producing drive torque for an engine shaft by an actuating handle or a push-pull handle, and is connected with a driver i.e. ratchet driver, over an elastic coupling member e.g. three-dimensional spiral spring (26). The coupling member has an end engaged with the driver. Another end of the coupling member is engaged with the rope pulley or the rope drum and a power transmission unit e.g. towing cable. The power transmission unit is guided by the rope pulley or the drum.
