An apparatus and a method for measuring adhesion capability in a tire liner is disclosed. The apparatus includes a film strip (10) attaching to the tire liner (28) and having a through opening (12) and an attachment interface (14) distanced from the opening (12); an adhesive backed cover member (36) attaching to the film strip (10) in covering relationship to the strip opening (12) and a cover member surface portion establishing an adhesive bond with the tire liner (28) through the film strip opening (12); means (40) attached to the strip attachment interface (14) for exerting a directional peeling force upon the strip (10) sufficient to unitarily peel the film strip (10) and the cover member (36) from the tire liner; and means (38) for measuring the directional peeling force.
