The reference intake air quantity calculating section (200) is configured to calculate a reference intake air quantity (QD) corresponding to when an intake air is taken in as a sonic flow. The maximum intake air quantity calculating section (300) is configured to calculate a theoretical maximum intake air quantity (QMAX). The engine control section (30) is configured to control the engine (1) by using an intake air quantity function between a first value (QD/QMAX) obtained by dividing the reference intake air quantity (QD) by the maximum intake air quantity (QMAX) and a second value (QCYL/QMAX) obtained by dividing an actual intake air quantity (QCYL) corresponding to the valve characteristics of the intake valve (2) by the maximum intake air quantity (QMAX).",
