A pair of damping hydraulic cylinders 2 and 3 are provided on a vehicle body. A first oil chamber 33 and a second oil chamber 38 are in communication with upper oil chambers 7 and 7 of the hydraulic cylinders 2 and 3. A bypass passage 65 (first through fourth working oil passages 35 and 62 - 64, a valve hole 61, a third oil chamber 49, first and second communication holes 52 and 53) for allowing communication between the oil chambers 33 and 38 is provided separately from both a first communication passage 42 and a second communication passage 43 of a second piston 28 having a throttle 41. An opening-closing valve 24 and a throttle 51 are provided in the bypass passage 65.
