The apparatus has a charging circuit that converts power-supply power with a first voltage level supplied from a main power supply circuit in an internal-combustion engine into power with a second voltage level, a capacitor that charges the power with the second voltage level which is converted in the charging circuit, and a discharging circuit that converts the power with the second voltage level charged in the capacitor into the power with the first voltage level to supply to the main power supply circuit when the voltage of the power-supply power falls below a preset specified value, and thus maintains the voltage at a predetermined range in the main power supply circuit in the internal-combustion engine.",
