The device has an arm supporting a strip of a blade and integrated with a base (8) having a support bearing allowing the base to rotate around a rotation axis. Springs (23, 24) are respectively placed between a connection unit (11) and lateral sides (19, 20) of the base such that one spring is compressed and the other spring is stretched for rotating the base relative to the unit (11) and tilting the strip relative to a window pane.
