A membrane electrode assembly (9) is formed by arranging a gas diffusion layer (3) for fuel made on the basis of electrically conductive fibers, a catalyst layer (5) for fuel, an electrolyte membrane (2), a catalyst layer (6) for oxidizing agent, and a gas diffusion layer (4) for oxidizing agent made on the basis of electrically conductive fibers in an order described above. The membrane electrode assembly is characterized in that a reinforcement layer (11) for restraining the electrically conductive fibers from sticking into the electrolyte membrane is provided between at least either one of the gas diffusion layer for fuel and the gas diffusion layer for oxidizing agent and the electrolyte membrane, or is provided inside the electrolyte membrane.
