An exhaust gas recirculation system for an internal combustion engine. The present invention includes a turbocharger (36), restrictor valve (32), and exhaust gas recirculation valve (34). The restrictor valve (32) is upstream of the turbine (46) of the turbocharger (36), and restricts the flow of exhaust gas into the turbine (46). This restriction results in an increase in pressure of the exhaust gas provided to the restrictor valve (32). The increased pressure exhaust gas is provided to the inlet of an exhaust gas recirculation valve (34) which may be actuable independently of the actuation of the restrictor valve. The restrictor valve (32) may be modulated until exhaust pressure is greater than the pressure of the intake gas. The restrictor valve (32) creates a pressure differential suitable for recirculating a portion of exhaust gas through the EGR valve (34) and into the intake manifold (26) of the engine.
