According to each link in each target area including the tentative route, current data or predictive data is compared with accumulated data corresponding to the link passing time in a memory (23), and if the calculated ratio between the current data or predictive data and the accumulated data is equal to or more than a predetermined amount, the link is set as peculiar data. Then when such peculiar data accounts for 30% or greater than 30% of the all data in the target area, current data or predictive data for all links in the target area is transferred to the navigation apparatus.",
