A fuel cell separator of the present invention includes a base material made of stainless steel, and a nitride compound layer provided on a surface of the base material. Further, a method of manufacturing the fuel cell separator includes a step of preparing the base material made of stainless steel; and a step of nitriding the surface of the base material at 590 DEG C or lower to form on the surface of the base material a nitride compound layer having a crystal structure where a nitrogen atom is located in an octahedral hole at a center of a unit cell of a face-centered cubic lattice formed of at least one or more kinds of metal atoms selected from iron, chromium, nickel and molybdenum. The fuel cell separator has low contact resistance produced between the separator and an electrode, excellent corrosion resistance.
