In order to provide a vehicle passenger protecting apparatus useful for ensuring passenger protection upon occurrence of a vehicle accident, the provided configuration of the passenger protecting apparatus (100) mounted on a vehicle is such that an air bag (101) is made reversibly deployable and expandable in a direction approaching the passenger (C) and in a direction away from the passenger (C); when a vehicle collision is foreseen by the radar sensor (120), the air bag (101) is deployed and expanded to a position close to the passenger in advance to prepare for a possible future accident; and when a collision of the vehicle once foreseen does not actually occur, the air bag (101) is caused to return to the housing position to prepare for possible future foreseeing of a collision. Instead of the air bag (101), other passenger protecting means may be used.
