The fuel injection valve has an actuator to operate a shut-off component (4) interacting with a valve seat surface, and a device (41,42) to create a swirl of fuel in a swirl chamber (42) and injection orifice (7). A swirl is imparted to the fuel in the swirl chamber directly before the valve seat when the valve seat is closed and shortly before it opens. The fuel is fed to the swirl chamber through a feed path (44,48,46) and guided through a delivery path spatially separated from the feed path so that a swirl is already formed in the swirl chamber before opening of the valve seat.
