A headlamp adjuster (100a, 100b, 100c) which includes a housing (106a, 106b, 106c), an expandable member (102a, 102b, 102c) on the housing (106a, 106b, 106c), and an adjuster member (104) which is extendable and retractable relative to the housing (106a, 106b, 106c). One end of the adjuster member (104) is engageable with a reflector (24) of a headlamp assembly (12), and the other end of the adjuster member (104) is receivable in the expandable member (102a, 102b, 102c). The expandable member (102a, 102b, 102c) is configured to expand to accommodate retraction of the adjuster member (104). The expandable member (102a) may be a bellows which is, for example, molded to the housing (106a). The housing (106a) may be molded over the bellows, or vice versa. Alternatively, the bellows may be attached to the housing (106b, 106c) using, for example, a snap ring (110), adhesive or some other suitable means.
